signal removal value,though the user is outputting flow(however small),the flow meter won't

output,so a great loss will be brought to one side if time is long,which breaks the

principle of just and fair.To solve this kind of problem,little flow protocal measurement is

set up.Though negociation between the two sides,to fix an admitted bottom value,than which

if the actual flow is lower,it will autoly display the accumulation according to this value

until the actual is higher again,the accumulation will display according to the actual flow.
2,In some specific situation,it is necessary to control the use of flow ,that is to say,using

flow without control multiplies a factor will be added to the accumulation.At this time,it

can be finished by super plan settlement protocal when the actual value is lower than this

one,the accumulation will be displayed according to the actual measured value.
3,Generally,resource flow has a high peak period,a low valley period and a usual period.The

resource is not efficient in the high peak period.In this case,a peak、valley and even

settlement way can be used.
Peak:accumulation in the peak period of a fixed time(the using amount is short and tense).
Valley:accumulation in the bottom period of a fixed time(the using amount is efficient and

rich).
Even:accumulation excluding the peak and the valley(the usual using amount).
The above accumulations can be calculated respectively, then the two sides can fix a

different price standard according to the accumulation in every period.
